To pick one of your examples out of a hat: people who have never flown, telling you how dangerous it is to fly. Sure, in this case, such a person is probably ignorant, because the facts say that flying is an unusually safe means of transport. But you don't need to have flown to know that. The facts are the facts, whether you've flown or not.

I've never leapt the Grand Canyon in a motorcycle, but I think I'm sufficiently qualified to call that a dangerous activity.
