A webhost, my kingdom for a decent webhost

So I took a gamble last month, and shelled out for one of the billion-plus random webhosts that claim the label "cheap reliable webhosting" (ha ha, I laugh, see?).

So yeah. I learned my lesson. 60% uptime is TEH SUXX0RS.

Anyhow, I'm looking for any suggestions or first-hand or even my-friend's-cousin's-pet-rock-use-these-folks type knowledge: ANYTHING that will give me some pointers on where to turn next.

As far as what I want out of the service, at least perl & PHP, along with a decent amount of space -- bandwidth is not really an issue, I'm not rinkworks.com or anything. Anything less than $5/mo is doable, because I am a BUM without a JORB currently.
