I've been with TotalChoice (totalchoicehosting.com) a few months (after a switch from VizaWeb -- yuk, terrible downtime, and more than once fearing they lost my journal's database) and they've been great. $4/mo for just enough space and bandwidth and all the options you need. I was recommended by someone who has been with them for years and not seen a spot of downtime. I've only encountered one time, and a brief one at that.
You can sign up month-by-month for the same price as if you signed up for twelve years at once. When looking for a new web host, keep in mind contracts. I refused to switch somewhere that wouldn't let me at least pay quarterly -- a "trial period" would only cost me three months and ~$20, as opposed to paying a full year up-front and being stuck with that host for better or worse. I was happy to see TCH let me sign up for just one month, with no contract. I stayed with them after my trial month (only a $4 out if you don't like them) on a quarterly basis.
