Yes they did. They used bows and arrows, regularly, because they couldn't use guns due to their probation. I don't know that they ever shot them at somebody, but the opening credits even had them blowing up an outhouse using bows and arrows. They'd use 'em to shoot out tires or whatnot.

Not only that, but usually the cops were not doing the right thing. Most of the time Roscoe was chasing 'em because of some trumped-up charge Boss Hogg made up to frame the Duke boys. They had even abandoned running 'shine since getting paroled.

I agree. There's pretty much no way to really make the show work as a movie, though, so I can't say I'm surprised.
