I don't like to put a specific year on things like this because everyone is different. I think that if a person understands the doctrine (to some extent at least--I'm not talking seminary-level theology here) and honestly believes that doctrine, that's good enough. If a person accepts Christ only because his or her parents are Christians, and doesn't truly believe that He died to redeem the sins of the world, was resurrected, forgives everyone, etc., what's the point? That's not faith, that's just religion, and it's not real in God's eyes or that person's. However, if a kid of any age (well, the abilities to walk and talk are really quite helpful) sincerely believes and understands and ACCEPTS the religion, that's good enough. God is not a god of rules and numbers, He looks at people's hearts. So if a child's heart is fully in the right place, that's all there is to it.

Of course, this is coming from a Christian perspective, which is all I really know well. Perhaps other religions do have rules, like "no child under the age of ten may be a believer" or something to that effect. Sorry for not knowing, but I'm pretty sure what I've said is universal for all faiths.
