Around here, at least, that type of weather is called "showers," as opposed to regular rain. So on-again-off-again rain is one weather type, which we have for nine or ten months. Tthe summer is wonderfully hot, most days without a cloud in the sky, presumably so we can dry out.

Likewise, though we don't have them around here, on-again-off-again snow is typically weather called "flurries," and on-again-off-again wind is often called "gusts," and I'm sure there are names for other such weather types. The old loggers' term for when it is both sunny and raining at the same time is "the devil's birthday." There might be a technical term, but that one is much more fun to say.
