Have you obtained an explosive device that you've given to Johnson? If not, yes, you do have to get the cat. Caroline's reward will satisfy the guy hoarding the bomb. (Her dad was manning the desk in Docking Bay A when you came in. I've never escaped from Izacladia without getting the snacks, and since Kepler's in DB A, I guess you can't talk to him.)
If you got the cat out of the docking bay, I think the snacks are a moot point. Don't bother. There's one last place you can find the cat and close her in.
Fortunately for you, the guys in the Security Office are REALLY distracted.
