This feels like something you've got backwards. Tolls aren't doubled if you don't have the I-Pass -- they're cut in half if you do. Why? Because the costs of running the toll booths are lower, because you don't have to pay somebody to work at the booth, and so the state (or whatever entity collects the tolls) can afford to keep toll rates lower.

That is -- unless when Illinois instituted the I-Pass, they set the price at what then was the normal toll rate, then simultaneously doubled the rate for those without the pass. Then I'd see your point, certainly. It would be the state's prerogative to raise the tolls *and* to offer a discount for the I-Pass due to the lower costs -- it's just unfortunate and a little sleazy if they did both at the same time.
