I like the way Arizona handles this. We have crossing guards that place "School Zone: Speed Limit 15 mph" signs in the middle of the road, either on the median if it's a two-lane road, or on the stripes between lanes. Instead of having a 20 mph zone around the entire school building, these 15 mph zones exist from the actual sign to a crosswalk. Once you're past the crosswalk, even though you might be in front of the school, you may resume driving at normal speeds. Because of the way this is structured, students always seem to be crossing at these crosswalks. Back in other states, you'd see several students crossing the streets pretty much wherever they'd want to.
