I'm pretty sure that it's someone trying to find out more about the accident. This is a private investigator, not a police detective, not a reporter. If there is some sort of criminal case that came about from this accident, it's probably the defense trying to find anything to get the defendant cleared. If there's no criminal case pending from the accident, anyone could have hired the investigator. It could be something as benign as a relative of the deceased who wants to know what really happened to someone who wants to find who they can blame and get money from.
Canada might not be an especially litigous state to begin with, but I'm pretty sure you'll find some litigation going on up there.
