You may have to change your ISP, or at least dial into a different place. I'm not sure if this is the problem. It depends on a lot of specific conditions, so consider it "just a suggestion". You could also try using the connection on a different computer and make sure it works. That way you could tell if it's related to your computer, or the connection.
