So why is it Person A in this argument that's the moron? Maybe Person B should just accept that popular belief holds that the Millenium starts in 2000, and stop trying to spoil everyone else's fun.

BTW, computer programming isn't the only domain that starts counting at 0. The 60s were 1960 to 1969, the 70s were 1970 to 1979, the 80s were 1980 to 1989, and so on. So it seems that in labelling periods of years (the exact issue we're concerned with) counting does start at 0!
