To the best of my knowledge, nobody was allowed to write specifically about that period. People were allowed to write about certain memories of characters, such as Boba Fett, the history of his armor, etc. Plenty of backstory had been written, just not directly -- and all of it approved by Lucas as "Star Wars Canon", aka "Stuff that sounds good until I decide that it is ALL WRONG! MUHAHAHAHAHAHAHAH!"
