Not really, at least not here in the San Joaquin Valley.

I attended a very majorly Hispanic elementary school 4th-6th grade, so we had annual Cinco de Mayo celebrations - festivals, per se. They were aimed at children, of course, but largely how I see it being celebrated is with a lot of Spanish music, lots of red, white, and green decorations, and basically games, fun, and socialization. We had some culture-awareness things like Mexican dances and stuff in the elementary school festivals, too.

*shrugs* War reenactments? No, not really. Barbeques and beer? Not that I've seen (at least not in my area).

I expect to be up until 11 o'clock tonight due to the music blaring next door. (Not to say I don't like the holiday; I have much enjoyed what I've experienced of its celebrations.)
