Yup. Well, actually not the headlights. We have what's called "running lights" that come on separately from the headlights, and shine whenever the vehicle is turned on. Statistically it's been shown that this reduces accidents, especially in twilight times by making it easier to see oncoming traffic.

The van you're referring to must be at least a '90 - I think that's the first model year in which this feature was incoporated. Even if your vehicle is not equipped with running lights, we're taught here in Driver's Ed to "shine lights for safety".
