It's very possible that the ingredients, or at least the proportions of the ingredients, are different for New Zealand Flakes than they are for English Flakes. I know that soft drink companies use different formulas for their products in different markets, based on what the local population like, so it's possible that Cadbury's does the same thing with their candy bars.
