A similar thing has been done here. Owners of cars which are never driven by young people can display a "25" sticker in the window. If the car is seen being driven by someone who looks younger than that, it will be investigated.

As far as I've heard, it works OK. Most car thieves are under that age, apparently, and will not steal a car that will make it so obvious. If the owners have occasion for the car to be driven by a younger person, all is not lost - you're not going to be hauled out of the car and shot on sight, just checked up on.
