Sound Card blues

Well, I got a new sound card(SB 16 PCI) a few days ago because the other one wasn't taking sound input. Now I can neither hear sounds nor give sound input. I'm thinking I'll have to change an IRQ setting(because I plugged the card into a previously-empty slot that it fit into), but I don't know how to do that, and I don't know how to find out what to set it at.

I have a tower model running Win '98.
