When you installed your new soundcard in the PCI slot, did Win98 go through its usual "Auto Detecting New Hardware" routine? I presume you installed the correct sound drivers from the software that came with your SB16. If for whatever reason Windows doesn't detect new peripherals properly, you need to configure the card by going into the "Add New Hardware" Wizard under Control Panel.
