Ok, before you start changing around PCI cards you need to know that the BIOS assigns resources to the PCI slots. If you start changing things around, your machine is going to detect the changes as new cards and want to install the drivers for all of them (the PCI cards) again. This may not be a problem, but has been known to cause some minor headaches. If all you want to do is check/change resources just right click on the My Computer icon. Then choose Properties and Device Manager. Scroll down the list until you find the Sound Card entries. First look to see if there is a small yellow circle with an exclaimation mark over any of the entries. If so, that's possibly where the problem lies. Double click it. On the first screen of the new window you should see a message like "Device is working properly" or "Device is not present or drivers have not been loaded for this device" or, I believe one might mention if there is a resource conflict. If it does not show a conflict and the message said it was working properly then you probably do not have a resource problem and the trouble will lie elsewhere. If it says that it is not present or not all off the drivers were installed you might try uninstalling it and starting over. Otherwise, choose Resources and see if it shows a conflict. If so, uncheck "Use Automatic Setting" and then double click on the problem resource. Now cycle through until you find a resource that is not in conflict. Confirm changes and reboot if necessary.
The procedure is the same even if there is no yellow circle, but if there isn't a circle then there is probably no problem with the resources. Normal settings are something like I/O Range 0240-024F (Sometimes 220, sometimes 230) IRQ 5 or 7 or 9 (5 and 7 can both also be used by the printer), DMA 1 and DMA 7. Now don't hold me to those. A Plug-n-Pray card can use almost any available resources it wants. So it could actually be much different than what I listed. Those are just typical for a sound card.
