That's not a joke, that's an explanation to new viewers of what's going on. It's not necessarily something you can flip on and immediately understand the nature of.

I really don't believe they are scripted. I think they each probably individually try to come up with a little throwaway joke or two beforehand that they might try to work in somehow (like the ones that start with "we'll return to...[joke]...in just a moment" for the song album advertisement skits), but I absolutely believe the rest of it is made up.

Before that show was ever on (though not before the original "Who's Line..." show), we had a theater group at our university that put on the same sort of show every other week. Admission was one penny. The format of the show was almost identical, and lots of the same types of games were played, but it was a little more interactive -- more of the suggestions were taken from the audience. There was a LOT less room for rehearsal to help any. And let me tell you, the stuff they came up with was every bit as good as what they come up with on the TV show. I don't know how any of them do it, but some people just have a gift for improvisational comedy.
