Great, maybe, but very different. The tourist areas will be recreated, the population will be less, whole neighborhoods will disappear, and better flood walls will be built. But Bourbon Street will still smell like vomit, and the few poor people who are still left will still live in substandard housing. The tourist are already returning. They are eating New Orleans food, touring the ruins, gambling, and watching parades. But it will be decades before the population grows back to what it once was.
Certain varibles will play a part in the city's future. Hurricanes will come again, sea level may change, and building codes will limit what can be built in areas below present sea level.
I might even go back sometime, just to see how it's going. Howard
