The way you have it only breaks one of the rules, that you have to have a *single* circuit that goes through all 12 junctions. Instead what you have is three separate circuits which each go through 4 junctions. For example, if you start at M01E, you can go north to M26E, then across the outer to M26W, then south to M01W, then across the inner to M01E. You only visited four junctions.

You just need to make a slight modification to get it to work. The path along a single circuit can't change its north/south direction as you travel along it, or you'll be forced to return to a junction prematurely. So for example if you go north, then across the outer, you'd have to then go north again (and then across the inner because of the "alternation" rule) and so on. This would be a path along the circuit that travels *only* north and never south. Note that this doesn't mean that all the links point north. The links would point south on half the junctions, because you arrive at those junctions *from* the south and leave along the inner/outer direction.

Of course, when you fix this problem, also watch out that you avoid the two broken conduit segments.
