You have the right general pattern, but, as you noticed, you can't use the conduit between M01W and M06W (this conduit and one of the two connecting the M21 junctions start out broken). You do have to have the M21 junctions connected over the inner parallel, as they already are, and since you have the right pattern, you have all the Is and Os in the right places. So basically you just have the Ns and Ss switched everywhere -- changing all of them will preserve the correct linkage from M21W to M21E and also fix the M01W-M06W problem.

To sort out the question from your previous post: Jonas Fisher lives across the hall from Caroline Chala, and they're not otherwise related.
