Where do you get this number? Do you mean that 99% of the people that had the *means* to evacuate? Or are you saying that most of the poor people really didn't want to leave even though the majority of the people around them were beating it out of Dodge?

I'm glad you can justify stealing jewelry and electronics (not just essentials like food and clothing) instead of focussing your energy on helping other people. Yes, I know you didn't say that specifically but I assume that everybody else in the country is mostly against that part of it and not whether someone is able to get bread.

And as far as restoration, I'm speaking of much more than the infrastructure of New Orleans.
