Yes. I've worked for a few of those.
In education, we start them off as coaches. When we find out they can't coach we make them teachers, because coaches have tenure as a teacher. It soon becomes obvious that they can't teach, so they make them principals. If they botch that up enough, they might become a superintendent. Inept superintendents usually run for the legislature, and often win because they have such a wide range of experience in education. If you want to get stuck on the bottom of the ladder in education, you go into a classroom and do a good job.
Lots of blockheads don't aspire to be coaches. It takes a good blockhead to get that far off the subject. Howard
