Fantasy Quest, hungry guy????

I understand that I have to feed a fish, which i have, to some hungry guy. Here's the problem, I have yet to run into such a person, and no one else seems to be having a problem finding him. You all talk about him like he welcomed you on the way in. He must have been out at the time. (forgive my sarcasm, frustration can be expected) Seriously though, can i get a direction or something, help me find the guy so i can give him his fish, and i can move on.
