Keep trying and keep dying. As long as you're killing a few parties of monsters every time, you'll keep leveling up. As you do, you will kill more monsters each time you venture out, which will speed the whole process along.

Eventually, you'll be strong enough to get where you need to go. What level you need to be on depends on how many characters in your party, their respective classes, equipment and attributes, and some luck in battle. The only way to know for sure is to get there.
