The Wikipedia article entitled "Horse" has a few somewhat extensive vocabulary sections, and I looked that word and several others (such as "bay") up there when I got to that part of the game. The article says that cutting refers to when a rider lets his horse do the work of keeping a calf separate from the herd.

What neongrey said. I think I recall Sheriff Allister saying that it was when the player character was in his childhood, so it would have been some years ago, as neongray suggested.
