POA - Fighting Jean Claude last guard!!

ISO Accident Report
Knife
Bazooka
Crowbar
ISO Energy Pulse Gun
Military Uniform

I've tried every combo possible. I either have the knife in my hand or the spray. When I want to attack him with the spray when he's vulnerable I don't have it my hand. Nothing I do with the knife makes him vulnerable to spray him.

What exactly is this stupid combination?
