Whoa, if your number is that low than DC is an exception. Traffic accidents are a HUGE problem for teenagers (and I believe still the leading cause of death for like the 16-25 group), though most involve alcohol. And even if you don't die, there's still a lot of danger in driving. I think it's important that we don't discount how dangerous driving can be (and is for many people). IMO a better solution is to simply have tougher driving tests to get a license. One thing the new CA law did was to require people to have their permits longer and have more experience with that. I think that's a good thing, though I am opposed to frivolous things like placing a bunch of weird restrictions once people get the license.
