Well, George IV reigned from 1810 - 1820, so they would almost certainly have been minted then. He was Prince Regent from 1811 - 1820 while his father (George III) was suffering from porphyria. But coins from this period wouldn't have had his face on them.
Pennies were that size from the 15th Century until 1971.
