Spell points come with experience, plain and simple. The higher your casters advance, the more spell points they'll earn. The amount of SP they earn with each level can vary widely; it's a random thing. But if you want them to have a good amount, don't retrain them until you're happy with their SP amount. Non-casters hardly earn any spell points at all when they level up.
