I haven't heard anything directly from Nintendo, but most sources seem to agree on something between $100 and $150 (US) to start.

As for full backwards compatibility, I think it would be stupid for Nintendo to break its trend. I went and watched my E3 coverage video again and did note that Reggie only mentioned compatibility with GBA games. We'll see.
