A voluntary industry-created rankings system prevents the federal government -- specifically overzealous lawmakers -- from coming in and imposing their rules and restrictions on what can and cannot be filmed on the filmmaking industry. Love it or hate it, the MPAA exists to allow movies like Kill Bill, A Clockwork Orange, and Rashômon to exist.
