I'm with you there. It's a buoyant little tune that fits the movie but not exactly one that stands on its own well.

I suspect it was selected in recognition of how pervasively the opening line has infused pop culture, even decades later. You might have never even *heard* of the Wizard of Oz, yet still recognize the opening line of that song. On that basis, the song deserves to be recognized, but that's the problem with lists like these. By forcing an ordering, you're forcing a comparison between dissimilar things, like Ding-Dong and Moon River.
