If your workload is that highly cyclical, maybe you can do other productive things in your down time, like re-organizing your office, planning for future work, or even writing a book.
Otherwise, I feel for you. I've had alternating cycles of little-to-no-work and supercrazybusyeverythingisurgentspendthenightattheoffice!, and it sucks.
