Nyp and wintermute have answered you adequately, but I wanted to add that there was one of those flags in one of the churches I used to go to, and we had to pledge allegiance to it, just like the American one. It was always a little weird.

Anyway, I remarked upon it mostly because I'd never before seen that flag flown in a non-church place.
