You can go to bitpass.com, click on the "spend money" area, and explore a little. Someone else said that you can pay for bitpass with paypal, so if you have a paypal account (which can draw from other things besides credit cards), then you're all set.

I'm afraid I'm stuck. The only way to sign up for Bitpass without using a credit card is to use Paypal, and the only way to sign up for Paypal without using a credit card is to have a bank account in the USA, Germany, the Netherlands, Belgium, Sweden or Norway. I tried to enter the number of my VISA Electron card for Paypal but it said my bank has denied use of it as a credit card.
So I think it comes to three options:
1) Apply for a credit card,
2) Migrate to the USA, Germany, the Netherlands, Belgium, Sweden or Norway,
3) Forget about it.
