Within the context of the story, the only "big, glaring loophole" -- that I can see -- is that *all* the systems that the Envoys visit had rocky moons in the first place. If the computer was programmed to select systems according to probability of life (presumably by analyzing spectral content of M-class star types), then it should have chosen some systems without moons. Therefore you wouldn't have statues in those systems. Moreover, the statue-moons were all made of dense (carvable) stone. Why couldn't they have been made of nickel-hematite, like some asteroids; or had residual volcanic activity under the surface (you can't carve something like that); or been made out of water ice, or of loosely vacuum-cemented dust pools hanging in the Lagrange points?

There are some other points, but I don't want to overly nit.
