One of my favorite authors, Peg Bracken, puts it this way: People ahould get married when their personality is like Jello at the "add fruit" stage--about 2/3rd gelled. By which she means that you're mature enough to know who you are and have developed your own values, but still flexible enough to adapt to your partner's personality too.
