That's known as "Kicking them upstairs," which is practiced by gutless bosses. If someone can't do the job, they put him to supervising someone who can actually get it done. Sometimes it leads to a chain of promotions for real loosers. In the education field, for example, a guy gets hired as a coach and fails. They put him in a classroom until they find out he can't teach, then he becomes the assistant principal. After he bombs at that, he becomes the principal and is given an assistant that can do the things he couldn't do.
Sometimes, he becomes the superintendent.
