Well, the thing is, San Diego County no longer has any minority ethnic groups since we don't have a majority. So, by definition, referring to minorities is kind of weird.
Are we one of the most populated areas in the country? Maybe so, but much of S.D. County is not heavily urban; there are million of us spread out over a very large area. Even the metropolitan part of San Diego is far less dense than, say, L.A. or San Francisco. There also tends to be a lot more money in San Diego County (it's simply expensive to live here), which increases the level of conservativeness. If that's a word.
