RinksWorks is definitely better.
Homestarrunner.com is OK, but I find the sounds horribly annoying. It does have some good humor, but it is difficult to find within the not-so-funny jokes (if you can even call them that). I think a lot of the things aren't very good, however. They need to "clean up" their site; keep only the good things and get rid of the OK ones. On RinkWorks, you can almost always be assured that every few quotes, jokes, or other pages will inspire some kind of laugh (unless you aren't looking at a humor page). You are also free to move about at your own pace. On homestarrunner, you have to watch the entire animation, only to be disappointed at the end half the time.

This post is kind of low-quality and disorganized, but that just reflects how tired I am after a busy Saturday.
