I have a pair of sandals that might be what you're describing. They have the outdoorsy rubber sole, and waterproofish straps with velcro, yet I wouldn't wear them to go hiking, climbing around on rocks, or sloshing through mud. I pretty much wear them around the house with or without socks, and I would also wear them to a pool or to the beach, but that's about it.

And the only strap they have is in the upper middle of the sandal, and it goes across the foot just above the toes. They have no heel strap to keep them on securely, which is one of the reasons I wouldn't use them for sportish activities.
