Students, probably. Charged with the task of designing a crest, they naturally put it off until the Monday before it's due for presentation. Panick-striken, they take to alcohol and recreational drugs in an effort to forget about things. Picture the scene:

Steve (engineer): We are so dead if we don't come up with a crest soon.
Dave (sociologist): We need something that represents our nation.
Barry (sociologist or philosophy guy): ...but it has to be something that isn't too obvious... We want people to be surprised.
Steve: How about a lion?
Barry: What did I just say? Don't make me throw things at you again.
Steve: Just thinking out loud.
Barry: Yeah, that's what's also known as "talking."
Dave: AHEM. The crest?
Steve: Oh, yeah. Hm. Crest, crest, crest.
Barry: *makes the "I'll get the round in" motion, and goes up to the bar*
Clive (previously unmentioned and previously unconscious in a puddle of Guiness. No one knows exactly what he studies): What about a badger?
Dave: Perfect!
Clive: *collapses face-down again*
Barry: *returns with some pints*
Dave: Barry, badger?
Barry: With a spoon?
Steve: Dude, you're a genius.

and so on.
