Remember, this is a marketing region, and so the lines were presumably drawn based on common consumer practices, or at least as common as one can keep them and still have the marketing regions of usable size. It may be that the consumer patterns of the people of Baltimore closely match those of people in Pittsburgh rather than those of Philadelphia or Washington, DC.
Another theory is that Baltimore has its own marketing region but which is included in "All Others" because the percentage of RinkWorks hits from Baltimore isn't high enough. Just because "MD" is in the Pittsburgh area doesn't mean it's ALL of Maryland. It doesn't count for all of Pennsylvania, for example -- Philadelphia has its own marketing region.
Just some theories.
