I haven't upgraded yet, but I am seriously considering XP for my next PC, which I will probably be putting together whenever I get a job.
From what I know, XP is much more gaming friendly than 2000. Microsoft will of course tell you that XP is everything for everybody, but from what I've read it really does seem like XP is the best of both worlds--stability and robustness of the NT/2000 line with the fun stuff from the 9x/ME line.
I'd say for The Scotsman, if he has 2000 now and wants to play games, I hear there is a 2000 compatibility pack (similar to the XP compatibility pack, but apparently it doesn't come standard with 2000) that allows 2000 to run most 9x software pretty well. If he can get his hands on that, I'd install that and see how it works. If it doesn't work, or if he's already installed it, then the upgrade to XP would be good for him.
For you, it just depends on whether or not you can deal with the insane instability of ME or not. If you can live with it, there's probably not a whole lot of point in plopping down the mad cash for the XP upgrade. But if you want stability, XP is the way to go.
Or you could just wait for Solaris 9.
