There's always the "Sell your soul to Bill Gates" option available. And yes, I would think running a Win98 DLL on Win95 may cause problems. In fact, I would think the whole running Win95 thing may be a problem, too. I would suggest once you get this problem squared away and all fixed up 'n'at that the first thing you do is backup your system.
