Talking about fences...

The story behind it is this - a commuter in London used to ride in by bike every day and chain his bike to a fence, until he found a notice from the local council stating that "Any bicycles found chained to the fence will be confiscated."

However, there was a theoretical loophole in this statement - you couldn't chain bikes to the fence, but you could chain anything else you liked to it.

I won't spoil it by saying what he chained to the fence, but needless to say I was cracked up for hours after reading this...
